I find it quite believable that it wasn't carved. During periods of brief thaw in the winter, when snow melts and freezes again, fantastic icicle shapes are common. I love how the light plays in them.
The icicle shape here makes me think of that rock formation on the surface of Mars that is sometimes though to resemble a face. My guess is that it wasn't carved either...
That is *so* cool.
